In July 2004 Professor David Greenaway produced a report to the Secretary of State for Transport on uninsured driving in the United Kingdom.  This independent review was commissioned by the government in response to growing public concerns about the incidence of uninsured driving in the UK and can be read or downloaded from Uninsured Driving in the United Kingdom.

PA Consulting Group (PA) were commissioned by the Association of British Insurers (ABI) and the Motor Insurers' Bureau (MIB) to provide a cost-benefit analysis of providing real-time data through the MID and the steps necessary for delivery.
